You don't need to take a tour, if you have a 4WD and want to go to Sandwich Harbour its not hard. Get a tide table from the helpful people at Walvis Bay information centre. Get a permit for Namib-Naukluft Park from Swakopmund MET. You drive south out of Walvis Bay along the coast passing through Kuiseb Delta and see the Flamingos. When you get near the Salt Plant the road forks. Take the left which is on an embankment. About 300 metres along take the track off the embankment to the left and follow it around the dune. You can drive up the sand dune if you want a view of the salt works, but you can avoid it.
Keep following the track over the flat plains. The track goes over some low dunes that you might have to lower your tyre pressure for, but they are only a few metres high. You then are back on the flat until you reach the beach and the boundary of the park. You can get further south along the beach, just make sure its at low tide.
If you don't have a permit for the park you can turn around at the park boundary.
